Fix and add links in key management document

The previously linked content is deprecated. This is my best attempt at finding the relevant part in the new docs, but even heading are slightly different ("Getting started guide" → "Quick start tutorial"?).

I added links for "concepts" and "commands" as they are individual pages in the new documentation.
