litewitness: Bump from v0.2.1 to v0.3.0

TL;DR: nothing needs changing in our ansible. But I added one regression test for the litewitness-configure wrapper that's checked into this repository. molecule test (still) passes on v0.3.0.

I also upgraded my poc witness, and it worked out of the box. I also tested that toggling debug/info works (see above link for hint on how).
